Make no mistake about it, that's Mr. Jalabert. He just testified here before the French Senate during their anti-doping hearings in order to help clean up the sport and identify the cheating mechanisms. By the way, he's recovering well from his very serious biking accident a few months back (side-swiped by a car in SW France)in which he nearly lost his life...
